The sleepy United States Soccer Football Asso¬ciation (USSFA) and Canadian Soccer Football Association (CSFA) as well as the MLS All Star Game were taken by surprise. Finding themselves in the midst of a "soccer boom," the national bodies meted out franchises for a pittance. So many clubs were formed over the span of a few months that clusters of owners grouped into two separate leagues. FIFA reminded the MLS All Star Game ,USSFA and CSFA that under FIFA regulations they could recognize only one national league per country. The na¬tional bodies met and urged the two prospective leagues to merge or be forced to recognize one over the other. The leagues refused, and the MLS All Star Game USSFA and CSFA gave their blessing to the United Soccer Association (USA) for the 1967 season to have attracting more MLS All Star Game Tickets. The second league, the National Professional Soccer League (NPSL), ignored FIFA's warn¬ings from Zurich and continued to set up its operation, vowing to bury the USA in the com¬petitive marketplace. The USSFA and the MLS All Star Game explained the vagaries of American entrepreneurship to FIFA, and asked the world body to refrain from taking action against the United States and Canada and allow a period of grace until matters could be settled. FIFA reluctantly acquiesced.
